This report highlights how targeted state investments reduced youth homelessness in California by 24% between 2019 and 2024.

The report looks at how youth homelessness has changed over time in California, and spotlights programs across the state working to address youth homelessness with funding from the Homeless Housing, Assistance and Prevention (HHAP). HHAP has a “youth set-aside,” requiring that jurisdictions direct at least 10% of their HHAP allocation toward addressing youth homelessness. The report also provides a statewide analysis of Regionally Coordinated Homelessness Action Plans to understand how communities are serving youth with their HHAP funding.
