Roster of HHAP-Funded Providers Serving Youth Experiencing Homelessness

For five consecutive years California has included one-time funding in the state budget to address homelessness, with a portion of the funding set aside to address homelessness among youth. 

  • 2018-19: $500 million was administered by the California Homeless Coordinating and Financing Council as the Homeless Emergency Aid Program (HEAP) to local homeless Continuums of Care and the state’s 11 largest cities, with a minimum of 5% required to be spent on youth.
  • 2019-20 and 2020-21: $650 million and $300 million was administered as the Homeless Housing, Assistance and Prevention (HHAP) program to Continuums of Care, counties the state’s 13 largest cities with an 8% youth set-aside.
  • 2021-22 & 2022-23: The state budget included a $2 billion HHAP appropriation across two years, with a 10% youth set-aside.

This roster contains all of the local organizations that were funded through their CoC, county or city with HHAP funding to provide services to youth experiencing or at risk of homelessness.
