Building California’s Response to Youth Homelessness: Year Three of the Youth Set-Aside

This report analyzes how Round 2 of the Homeless Housing, Assistance and Prevention (HHAP) program is serving youth and offers recommendations for policymakers and local jurisdictions.

Data gathered by JBAY show more than an estimated 11,000 youth have been assisted to date by rounds 1 and 2 of HHAP, which required local jurisdictions to spend a minimum of 8% of their HHAP funding on youth. The report details several key findings, including a breakdown of how funds are being spent and how effective HHAP funding has been in reducing youth homelessness, according to respondents from local jurisdictions.

Data was gathered via a survey of local Continuums of Care, counties and cities receiving HHAP funding and from approved HHAP applications submitted to the California Interagency Council on Homelessness.
