County FYTC Implementation Toolkit
Last updated Feb 24, 2026
This toolkit assists county child welfare agencies, probation departments, and their partners, providing strategies for increasing the number of current and former foster youth who receive the California Foster Youth Tax Credit (FYTC).
The toolkit outlines a series of strategies to reach and support current and former foster youth, including assisting counties with implementing SB 624 (Caballero, 2025), which requires county child welfare and probation to mail annual information to all nonminor dependents on the FYTC and accessing free tax filing assistance, starting in November 2026.
