Homeless youth providers can use this roster to identify a developer partner for a prospective 2021 Homekey project, in collaboration with their local public entity who will apply for the Homekey funds (city, county or Public Housing Authority) from the state.

This list, maintained by the County Welfare Directors Association provides a point-of-contact or hotline number for youth seeking to re-enter extended foster care. Youth must be informed of their right to re-enter extended foster care at their termination hearing and can re-enter foster care an unlimited number of times until they turn 21.

For four consecutive years California has included one-time funding in the state budget to address homelessness, with a portion of the funding set aside to address homelessness among youth. This roster contains all of the local organizations that were funded to provide services to homeless youth with this state funding, which was made available through the Homeless Emergency Aid Program (HEAP) and the Homeless Housing, Assistance and Prevention (HHAP) program.

There are 44 Continuums of Care (CoCs) in California, each one being a regional planning body that coordinates housing and services for homeless families and individuals. CoCs are responsible for administering funding at a local level from the U.S. Department of Housing and Urban Development (HUD), and new state funding (e.g. HHAP) from the California Interagency Council on Homelessness.

Since the establishment of the Homeless Housing, Assistance and Prevention (HHAP) program in 2019, each year following, California’s counties have received an allocation from the HHAP program, along with California’s Continuums of Care and large cities. This roster contains contact information for each of the state’s counties that received an allocation.
