THP-NMD Housing Supplement Available July 1st in Select Counties

On July 1, 2021, counties that use the CalWIN payment system began to receive the new housing supplement for the Transitional Housing Placement for Non-Minor Dependents (THP-NMD), which aims to address the high cost of housing in certain regions. This new resource supplements the THP-NMD rate paid to providers on behalf of youth placed in their programs.

This webinar provided a brief history of the establishment of the THP-NMD Housing Supplement; an overview of technical information including the phased-in implementation timeline, supplement amounts by county and intended use of funds; as well as anticipated impact of the new resource and a Q & A session.

Supplement amounts vary across eligible counties, based on the cost of housing in that county, according to Fair Market Rent, and a higher housing supplement amount is provided to house youth who are custodial parents to allow for more spacious accommodations and/or non-shared housing.

The THP-NMD Housing Supplement was funded in the FY 2020-21 state budget and is being implemented on a phased-in basis, starting with CalWIN counties on July 1, 2021 and expanding to remaining CalSAWS counties on September 1, 2022 or when the necessary automation changes are complete. The California Department of Social Services announces supplement amounts annually in its All County Letter on California Necessities Index increases to foster care rates.
